Confirming this is still not fixed as of the latest release post-Royalty & Legacy (v1.121.361.1020).
Unfortunately, this bug also appears to have worsened--not only are Paintings by Reference broken, all paintings (e.g. Classic, Emotional) will break when moved from one lot to another.
Example below is two "Confident" paintings, and one Classic painting, which broke when moving lots via the Household Inventory.
