I don't remember how I fixed it because it was years ago, but something like this happened to me when a setting in Windows became screwed up on a Windows update, and Windows was treating all my OneDrive files as unsafe and wouldn't open/download them. If your documents folder backs up to OneDrive, I would suggest following Crinricts link about controlled folder access for Windows.

I just wanted to add that I'm not sure the issue is a bug from Sims. When this happened to me, it affected everything in my OneDrive, including my Excel file where I track my finances and some other games saved there.
