power off grid even though the lot doesnt have trait nor challenge

basically the game refuses to allow me to turn on lights, everytime i try to add power off grid trait and then remove it the power still goes off no matter what, and this happens for every single bui...

I’ve tried moving out of the house and moving back in, I even moved into an apartment and it still told me that I was off grid, I cleared my local package.
