Practice instruments option not showing up

After downloading the newest update, my sim had managed to play instruments once. After closing and reopening the save, I wasn't able to do it anymore. The next time I went to practice, the option was not there. This happens on all instruments on all save files, including a new save I made to test it. It even happens without any mods installed so I know it's an issue with the game itself.
