If you leave the lot while temperance has your power shut off it becomes stuck like that indefinitely, and its very easy to trigger this because she usually spawns in at 9:30pm, exactly when all paranormal investigator gigs start. No amount of waiting, closing out of the game, or using debug cheats fixes this.
