[QE] Quests don't work on edited community lots

I started the Lost Legacies Event and got to the part that tells me to go to the library...only it's directing me specifically to the Willow Creek library which doesn't exist in my game. I tend to change out the Maxis lots for ones I prefer. So, is this a bug or a design oversight? I can't progress in the event because I can't go to a lot that isn't there. I have the Windenburg library, so went there, but...nothing happened. 

I suppose I'll have to switch to another save where the WC library is there to see if I can progress past this task and then go back to the Sims I want to play the Event with. But this shouldn't be happening.

I am using MC Command mod and it's updated for this latest patch, and one single No Autonomous Phone mod (without the extra modules) because it is marked for this update on Curse Forge. 

My save is old, but has been refreshed into a new save about a year and a half - two years ago by moving all of my Sims and lots into a new save.
