I've found that the only way to make your changes stick is to actually just make the tattoos the last thing you do before you save... Then it won't put them back on because you're not changing outfits.
Thank you; this issue has been driving me nuts, and exiting and re-entering CAS was the only way to prevent the tattoos from re-appearing.
I really, really hope this gets fixed.
