[RL] Invalid monarch assignment and title career desync for same-sex couples

There's a few threads for title issues already.

I'll check with a Community Manager if they want to track this separately. 

In the mean time could you please add a thread tag for your mod usage.

If you are using mods/cc, remove them and test without beforehand.
