Yup I noticed this too when in Bellacorde and panned out to view the entire neighbourhood, it goes from 60 fps (i have fps limiter) to 30fps, I also had my mods removed in a new save when I noticed this issue, I wondered if it was just me.
I have a 12th Gen i5-12450H cpu, 16gb ram, and a nvidia geforce rtx 3050 laptop graphics card (4gb) running on windows 11.
