I have this purple exclamation point in a cloud that periodically flashes. Now, I thought it had something to do with a scandal that my Sim got involved in, since I think that's when it started...

There's another workaround if you can't get the cheat to work for some reason: Have the affected Sim get into another scandal.
Once your Sim is the subject of another scandal, the option to turn off the purple special effect should return. This time, turn it off and leave it off until the scandal is over, at which point your Sim should be back to normal.
