I am also experiencing this issue on a laptop in laptop mode. Please see the attached photos. It only seems to occur on limited railing styles, and as far as I can tell, it is not occurring in the corresponding fences.
To clarify, this has been an issue for over a month, and during that time, my game has been saved, reopened, switched between households, a new game file has been made, and the game has been repaired.
