I started noticing this in my game too after my sims had a baby. It started with the baby always being cold. I checked to see if I was missing walls or ceilings. I got a thermostat and turned on the heat. They're in spring now and still keep reverting back to their winter wear.
I just started having this issue, too, but it isn't related to sims having a baby. It just started happening. I do not like it.
