are you on PC or Mac ?

tuning mods and cc need also be removed before reporting at the bug forum (which is an idea board which is why you get suggest an idea)

To verify on a vanilla game, move your mods folder to the desktop and delete the following files from your user folder.

-  localthumbcache
-  Any lastException Files
-  Any LastCrash files.

Test a backup of your save as you will loose all cc on the save and see if the same error occurs, then report back.

    Thanks for responding, crinrict​ . I am on PC. 

    I removed the mods folder and deleted the files you listed, then went to a backup of my game. The teens still do not change to their scout uniform.
