Same is happening to me as well. This game is glitch central lol

Yep, same for me.  No mods or CC, also on PC.

my sims are also fighting randomly, and so are the npc sims. its so frustrating because its ruining relationships. I have autonomy off. is this happening to anybody else?

Yes, it's happening to me.  I've been having my families talk to each other as little as possible until this is resolved.  I have them check on each other and let them talk for a short time then I stop them.  I noticed that they get rude when their social is full.  I fill the social with a dog or baby or child.  Married people fill up their social when they go to bed.  I'm not enjoying this, I'm hoping this is fixed soon.

Having this problem after the latest update in a vanilla save. Also aggravating is that I had to start a new save since the previous update completely corrupted my save file, with no mods. 

I noticed this too, and my sim who is not a kleptomaniac also had the option to "attempt to swipe" an object - might be related?

Happening to me on ps5 as well. I thought it was linked to the event. Seems to have popped up after the update as I've only had it the last couple of days.
