I'm having the same problem (Windows 10). Sometimes I can take a few screenshots with no issues, but eventually it'll just freeze. I tried both mods and no mods, renaming the Sims 4 folder, manually updating drivers, the works. I can't test dx9, because the game will NOT load if I set it to dx9. Just an infinite loading after selecting resume in main menu. I even left it for over an hour. I hardly see anyone talk about it other than here.
This is really frustrating. Please help. I spent an entire day just trying to play today.
I also tried on Steam Deck and have the same issue.
