Sim runs out of bait and all sims stop fishing

I have four sims in my household fishing at one location. One of them runs out of bait and all four stop fishing.

I tried queuing up the next bait for my sim to use when I saw she was about to run out, but it made no difference: she cancelled that action too, and her sisters at the same location all cancelled fishing at the same time. The rest of the household fishing at another location nearby were unaffected. I hadn't told anyone to fish together - each of them was individually instructed to fish with the bait I'd given her.

I would really like to have some alternative to "your sim ran out of bait so they will continue fishing without bait" because that's just bad design. If I queue up the next bait for that sim to use, I would expect them to move on to that bait, not waste their time fishing without bait. If they've been catching frogs at a pond or breeding frogs for the complete set and they end up with a whole lot of spare frogs in stacks of two or three of each different type, it would be a whole lot more convenient to queue up "fish with these frogs as bait until you run out, then fish with these frogs, etc," instead of having to wait until they run out of one type of frog before I can tell them what to do next.

When I have to tell all four people at that fishing location that they should continue fishing with bait because one person ran out of a particular type of bait, that's just broken. Please fix.

Never mods or cc, playing on PC, currently fishing in Willow Creek. All EPs up to Eco Living, also Cottage Living and Growing Together, but not the rest, and a similar pattern of GPs and SPs.
