I have the same bug. Never used cc either. Only started after the last two kits.

After my Elder sim completed Edith's quest with the well in Ravenwood, every time she interacts with her kid, there are very limited options other than "Attempt to Communicate".
I have since aged up the kid to a teen to see if that would resolve the issue, and it did not. Including a picture to show you what it looks like.
I have removed all mods and deleted all the cache files that I could. I have right click+debugged her. None of that worked. Any suggestions would be helpful. I've really been enjoying this playthrough :(
Also wanted to include...I started a new save file (with the same sims that I saved to the gallery) and it is still doing this.
