This happens sometimes, that npcs on the walkways just get stucked and run in circles. I know I can left-click and debug them, but I would rather have it fixed.

Walking the dog has never functioned correctly for me, I pretty much always wind up having to send them home and cancel the action. The absolute state of this game rn. 😂💀
Miss going on a proper walk with the dog cause of this and other things. Leashing them and clicking "go here" on random far away spots on and around the home lot is a good work around but it just doesn't have the same appeal 😔
I've been experiencing this issue for a long time, but for me it only happens in worlds and neighborhoods that require NPCs to navigate elevation changes as they walk through the area. The inclined street in front of Proprietor's Square and Havisham House in Windenburg's Olde Platz neighborhood is a good example; if you play as a sim who lives on one of those lots it's virtually guaranteed that you'll see at least one sim spinning in place each day as they walk up the slope.
After a couple of months away I made a brand new save file to do the live event. After creating a new Sim from scratch, picked Cordelia’s retreat to live in and the first townie I looked for, Thomas Watson, was doing circles right on the bridge that goes over a stream in the middle of the map.
I sent my Sim to greet Thomas… and he also started circling around until I resetSim both of them.
Honestly, whenever this happens (and it’s pretty often) I just start singing “You spin my head right round, round, round, when you go down, down.”
Mine often get stuck doing this on the bridge and on the hills in Britchester around the Laurel library area (University expansion)
My Sim got stuck walking to the front door of a house in Sulani that was up on stilts. He started spinning under the house for no reason. After reset, he was fine and went to the door like normal.
There's a phenomenon where Sims keep spinning in circles around the main street near Ward Park on Starlight Boulevard in Del Sol Valley. It doesn't cause any real issues, but it's definitely distracting visually.
My sim spun out on the bridge by the waterfalls next to the bar in Ohan'ali Town Sulani. Soon as she reached the apex of the raised part she started spinning for a bit.
This happened to me three times but never on a bridge 😁
Once in the house, but I don't remember the requested action.
The only two times I remember it was when I asked a Sim to ride their horse. I assumed there was a sort of collision issue with a nearby feeder and/or the ball because in an open space in front of the house, there was no issue.

Neighborhood: Ridler's Glen
Location: Canter Cottage (default lot)
Outcome: Sims who want to ride the horse spin in circles indefinitely. They were in the paddock next to the feeder and the soccer ball each time this happened.
Reproducible: Yes, twice with different Sims.
Mods/CC: I tested with all mods and CC removed, and it still occurs.
I noticed the npc's getting stuck spinning circles in Tartosa - it was my first time "living" in the world as I have never tried to live there before, I was on the empty lot as I was trying to do rags to riches. I lasted one sim week before I got sick of debugging the sims that got stuck as it was distracting (especially on 3 times speed), moved the sim to a new lot in a new world to Evergreen Harbor. I'm guessing there are routing failures in the world which made the sims spin out doing their walkbys. It would be nice if there could be a fix for this spinning in circles issue. (how hard could it be when my sim can walk through walls? staircases, beds etc? why can't they walk across a bridge without spinning and getting stuck?)
