Sims cancelling actions with infants and constantly putting on the ground

Save is unmodded and no CC. Whenever I try to have my sims take care of their infants they constantly cancel the actions and either pick them up instead or put them on the ground. If I have my SIM ...

Yes this is happening constantly to me, so much that I worry about the infants getting taken away for low needs!
