I am a new player and I have nothing but Maxis content on my computer. No mods, no custom content, I don't even know what people mean by NAP. I have noticed this because I had two loyal partners that lived together with two other people that were two loyal partners and they were all flirting endlessly with each other and I had to keep telling them to tell each other they just wanted to be friends. It didn't help though and they still kept flirting and being sad.
NAP stands for Neighborhood Actions Plans. This is a feature that came with the Eco pack.
One of the NAPs is called Free Love which makes Sims flirt on their own with whoever (except inappropriate). This issue isn't tied to that though. It seems to have a different cause.
