Sims excessively flirt with others

I have been playing with both mods and no mods. I was playing a university storyline where multiple sims were playable. The sims kept autonomously flirting with the other sims in the household and npcs. This made it extremely difficult to play because they would build relationships and then become jealous when the other sims would autonomously flirt with each other damaging the relationship they had with the other sim. I removed the mods to see if that was the issue but the issue still occurs with only the base game. It’s also difficult for the sims to build friendships with both npcs or other playable sims because they end up flirting with each other after a few autonomous conversation topics which creates a romantic relationship. I also removed any flirty traits and the problem still persists. This problem even happens when the preferences are set to not exploring and between two sims the are not supposed to be romantically interested in each other.
