I have Sims with familial relationships (not blood relationships but with the "Mommy Dearest" etc. relationship tags) flirting with each other. They flirt with just about anyone, even if they're loyal. I stopped making Sims loyal because as soon as my attention was diverted, they'd go flirt with someone and have to do all the work to rebuild trust with their partner all over again.
