I don't know if this will help anyone, but if you use MC Command Center mod, there is a setting to turn off certain autonomous actions and one of them is flirting.
I hate turning off any autonomy but the flirting (and fighting) in my game was so out of control I had to give it a try and it worked for me.
I think this bug came from the Adventure Awaits patch (not the pack itself because I don't own it). I think it has to do with the "reality tv-style" programming for Sim behavior and elimination designed to create drama with excessive fighting, flirting, and/or mean interactions, like I'm having with all of my Sims.
