Sims in labor spawning on lot

Every time my sims travel to a public lot, random townies that are in the middle of labor spawn onto the lot as well, usually with their partners doing the "pre-parental panic". I'm talking like 3 couples at a time and then they leave after a bit, and after a few in game hours more will spawn in. They usually just stand around doing the little labor actions and then disappear from the lot. Not that sims can't be in labor in public or anything, it's just a little weird lol. I haven't been able to play for a while so I'm not sure if this is from the most recent update or not but I hadn't seen any reports on it.
