Sims not handling their needs or doing actions.

I've been having this problem even after I exited and reopened the game, both after saving and not saving. Yet, the problem still continues. I had my sim go refill their pet food bowls and they went there but just stood there doing nothing. So I canceled the action and just told them to go somewhere and they only stepped back from the food bowl. The sim stood there for hours and wasn't able to do their basic needs, and I had autonomy on. Before a reset, they just stopped doing pottery, it said that they were doing the action but after a few hours in game the task wasn't actual going, they were just sitting in the seat staring at the clay. I had mods and cc turned off so i had no mods to affect this. In fact, I turned off the mods because of this same issue in my modded save game.
