I reported this issue over on AHQ but my sims in all of my sims PC and laptop only ever wear their first choice outfit for any occasion. For example their everyday outfit they wear only the first choice. They never cycle through the other four options. The only time they will wear a different outfit is if they are going outside or for an event if an outfit option is chosen (party/restaurant). When they shower they might pick a different option but not usually.
