Have you tried deleting the localthumbcache.package file in your The Sims 4 folder? It stores images of sims for faster loading, but it can also cause old images to stick when they're not supposed to.

Did you test it and you don't have the issue ? I 'm seeing the same in my game.
It changes fine when you first change outfit but after travelling it reverts.
