They do gather them, then at some point just stand idle for a while and put them down in a heap. It's really annoying because I have a B&B and want to clean up the dishes everywhere but I have to make them do it like 3x before all of them are gathered. She is the only sim in the household, so I'm not even switching sims what could alter her autonomy.
A trick you can use until it is fixed is you can manually drag dishes to the sink or trash can. Bypassing the need for a Sim to do it.
