Skill going up way too fast

As for your issue, did you already try renaming your user folder and tested on a new one ?

- Close the game
- Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
- Repair the game
- Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry. 
- Start a new save game
- Check if you still have the error
- Report back with your results for further steps on how to get your stuff back.

Okay, did that. New Sim, new game, new all over. Gardening from 0 to 1, I had him plant plots, and he got half way through the 7th, so that's 30 plants. Making two Gnomiversary Gnomes made him almost finish  level 1, one bluebell arrangement did 40% of Flower Arranging not sure if it's supposed to be like that ::shrug:: I don't often do flower arranging.

24 Large Classics to get to Level 8, it took me 1 to go from level 1 to 2 and a bit. I know it takes more than 1 painting to up a skill level.  and he is not an artist.  Foodie, noncommittal, social awkward.

That's def odd.

What traits did you give the Sim ? What lot traits do you have ?

For me it still seems like it was before but there is the occasional report. 

He's a socially awkward noncommittal foodie. He likes in 17 Culpepper House and to eliminate outside factors, I chose no lot traits there are only gremlins lot challenge

I have the same problem! All skills level up VERY fast. 2 interactions with a child give 1 skill of the education skill.
At the same time, in MCCC there is a maximum decrease in the speed of learning a skill -50

Glad it's not just me but it makes the game too easy and I was so hoping once I could reenable my mods that MCCC would slow it down,. It doesn't. ::shrug:: Do you have a vanilla save file that you could send in to them? More info means more likely to find the root. I'd love it if it was something simple to fix, ya know one of those tiny details that snowballs but all they need to so is nudge something. 

Oh yes, I really don’t like playing like that either! I have to constantly use UI Cheat to remove those skills. I’ll ask if my save will work; if it does, I’ll definitely send it.
