I own all packs/kits except Bust the Dust, Grange Mudroom, and Essential Glam. I recently decided to setup and playthrough a Basegame + Kits Only save by disabling packs using the "properties/advanced launch options" option in the EA App library.
I have discovered two basegame features that do not work with packs disabled. I tested this by gong into a fresh save with no mods installed/cache cleared, both with and without my packs disabled.
The two features that aren't working for me are "Order Favorite Drink" at bars (it does not show up as an option) and "All library community lots act like the Willow Creek library with a variety of random books available when clicking on the bookshelves".
Both these features work as expected with all packs installed but do not work with packs disabled.
My game is fully patched, I am not missing any updates.
