I am playing the scenario and Nova Curious gets a level 4 tech guru job and is immediately promoted to level 7 even with low work performance so ths quest stays stuck in fhe "project manager" promotion and I can't continue with the quest.
I'm having the same issue. I even tried quitting the job and going back and it still starts me too high. Were you able to fix it?
