To get this challenge work, you need to delete the additional Nova's Traits (Connections and Entrepreneurial) but AFTER you've completed the first task (Get the job as Tech Specialist). If you remove these traits before the start of the quest, it'll get stuck from the very beginning. But after completing the first task these traits block the scenario from correct running.
I've deleted the above traits for my Nova, and now I finally can run this challenge (at last!) Although I've had to start all over from the scratch - if your Nova has already skipped the desired Job Position, you still cannot complete the scenario.
