Hi xandezsims
what platform are you on ? PC or Mac ?
I gave this a try with a new Sim and they do blink for me. Did you start a new game for testing or is this a new family in an existing save ?
Sorry not specifying; I'm on PC. (Edited the first post to reflect that.) The examples above are actually from loading into CAS from the menu. I took the first Sim that landed, then shrank them. I checked my existing kid-Sims as well. At child age, they blink fine. At toddler or younger, they don't. Checked an EA premade, same case. I can't imagine a cause, because it wasn't happening before and I changed nothing. :/

For me they blink a bit at the beginning, then while they do nothing, the eyes are open but as soon as they do another idle animation, they blink again.
Do yours do the idle animations ?

They look completely normal until you're zoomed in to face level, where they freeze and face forward so you can modify their features. Other Sims half-blink, which is a known bug. Toddlers and infants don't blink at all. You can see in the gif the moment when their eyes suddenly snap forward. That's where they should be blinking. (Their eyes also seem to be moving faster than they should.)
