UI Exception 1009: UI removed, Black Screen and unresponsive game

I had been getting occasional UI errors being reported by Better Exceptions in a modded game, so I decided to test with a new save with mods disabled. The UI exceptions I had been encountering were of two types:

  1. When moving to a new lot or loading a save (no obvious problem with the UI)
  2. A UI exception that would remove all UI except the top right bar. This latter one would result in a black screen if exiting to the main menu (could still hit escape to exit) or if exiting the game entirely without going to the main menu first, would lock up and require me to kill the EA processes through Task Manager
  3. Loading into an active High School on exam day (Friday), the exam day UI did not load and while I could go through the school day taking the exams, but no end of school report was generated or performance change.

I have now encountered a UI exception in the new, unmodded game, which since the UI was not messed up I assume is of type 1 as I noticed it present after starting an active school day on a Wednesday. I am attaching the last UI exception file.

    In my latest game session on an unmodded save (investigating UI exceptions after experiencing them in modded games) I got both a Last UI Exception file and a Last Exception file. Here is the UI exception:

    Same question here: Do you know in what situation it was created ? When loading the game ? When trying to switch goals in
