I just encountered this bug. My Sim's Birthday Hot Tub had the "Make Unbreakable" upgrade, but it was broken. Her Handiness skill is maxed, but she spent all morning trying to repair it, then took a break for lunch (her hunger need was critical), then spent all afternoon trying to repair it, and then spent a few hours trying to insta-repair it. Finally, I just replaced the hot tub.
I'm playing the vanilla base game. My Sim has upgraded everything in her home that she can upgrade (and has upgraded several public items as well).
