[V] Can't make Vampire cure cause of missing ingredients that are present

my sim has leveled up her vampire lore to level 15 and have collected all ingredients needed to make the ultimate vampire cure, but when at a bar (home bar & night club bar), the option is still greyed out with each ingredient "0/10", ive tried verifying files integrity, restarting game, removing bar placement, changing bars, but nothing is working and its pissing me off. her mixology skill level is also quite high so thats nothing to worry. but whats this about? please help!!
