Skin color changing can be found on the body, not the face.
Have you checked there ?
I've been having the same problem; and when I try clicking the sim's body, those first two options in your screenshot don't appear for me. The top one is always tattoos, then arm hair and so on.

Is this with or without mods/cc ? What platform are you playing on ?
Also do you have the issue when going to CAS with an existing Sim or a new one.

I removed all mods and CC, and it did nothing: the bug remains.
I am playing on a laptop PC.
From experimenting a bit, the bug only seems to affect existing sims. If at the start of the game I create a new vampire, or download one from the gallery or my library, the options to change their skin color and body shape (for both their regular and dark forms) are still there. But, once the sim has exited that first-ever CAS session and been placed in the world, those two specific options are seemingly removed, regardless of whether you try to access them through the "change sim" interaction or by going in through "manage households." It's like the game thinks those are things you're not supposed to edit on an existing sim.

The whole thing is just entirely strange.
You can't change the body type without the cheat.
- Regular Sims/All other occults:
- You can change skin tone on both face and body for new Sims
- You can change skin tone on face with Change Sim but not on the body
- You can change everything by using fulledit mode.
- Vampires
- You can change skin tone on face only for new Sims
- You can't change skin tones with Change Sim
- You can change skin tone on body only with fulledit.
So I guess there's two issues here:
- Change Sims should either have both face and body skin change or none
- Vampires should have skin tone change on face.
- Regular Sims/All other occults:
