[W] Werewolf Pack members that aren't Werewolves

Admittedly I haven't gone into the cas of the random townies hanging out around the pack HQs, but they don't wear clothing from the Werewolves pack the way that those generated to serve as a librarian or bartender do when Wolfgang Wilder and Celene Lopez aren't available. Several clearly aren't werewolves. They react nervously around transformed werewolves, which they wouldn't do if they were of that occult themselves.
