PS5 console here and the same thing happened. Just minutes after the update I opened the game and all lots and sims I saved in my library are unusable. The game tries to check for packs used to create households or builds and the loop of loading is infinite. The only way is to use PS button and close the game. It seems to not be happening with stuff saved after the update. I tried with fresh sims in cas when starting new game and I could place that sim just fine. But having all previous things become broken is completely unacceptable. I hope this will get fix very soon. Frankly imo hot fix is necessary.
Edit: forgot to mention also the option to search through CAS according to packs is not there anymore. It shows only one option which is base game. This update was something, not gonna lie!
