This happens frequently to me in CAS (Xbox). Very frustrating when I've spent so long making sims, and the only fix is to close the game.
It seems to happen without warning/trigger. I'll be choosing hairs/outfits, then suddenly I can't select anything at all and A button stops working entirely. But I'll be able to go into the Xbox home page and select things just fine.
