Right click on Origin icon
Select Properties
Click Compatibility Tab
Check "Run this program as an administrator"
Do the same on the SimCity game icon (if you don't have one on your desktop create one), if you are in "Metro" interface, press the Windows button to go to Desktop view and put an Origin and SimCity shortcut on there to save time.
That fix didn't work for me. I don't have probloems with any other games, only SimCity.
Frankly I want my money back. I shouldn't have to futz around like this just to play a game.

I'm having the same issue. Windows 8. Tried running origin and simcity.exe as administrator.

I encountered the same problem. I'm on latest Windows 7. The above solution to make the executables run as administrator didn't help me. However, I was able to fix the problem by closing all the other open programs (Including Chrome), as well as close as many of the hidden taskbar tray programs as I could. It seems that SimCity isn't good at maintainig its window focus and other processes can easily **bleep** it away.

I just started having this problem on my brand new surface tablet, after successfully running the game a couple times. I ran through this thread and tried a couple of suggestions, and found that what was causing the problem was the onedrive automatic synching process, which was in the hidden icons tray. I paused the file synching and now it works just fine.
