stuck getting databank entry 76

I know where to find the force echo to get the entry but there is no force echo on Soont Mandas' body in the Rambler's reach outpost for me to pick up. I am not to sure if i have picked it up earlier that made it caused it to bug out but when i came back to 100% the game I didn't have entry 76 in my databank.
