Black Screen when exiting the game (with AMD not Nvidia)

I don't see a recent post about this, which seems to have been a problem 5 months ago, during December 2016, where when exiting the game, either by Esc, then Exit Game or if clicking Quit from the Character screen, while in Ful lscreen, it doesn't make it to the desktop but just goes to a black screen.  The PC isn't locked, it's just that there is no display and the only way out is to push the power button, not hold it 4 seconds, but just push it once and the PC shuts down normally, but there is nothing on the screen.

I just upgraded my PC to a Ryzen custom computer with a Radeon RX 580 from a Phenom II X4 965 and a Radeon HD 6950.  I didn't have this problem on my Phenom II and HD 6950. The worst problem was if the game was loading and I alt-tabbed away and went back I got a blank screen.  But other than that, it worked nearly flawlessly, although a bit jerky upon starting, which it then smoothed out and got relatively smooth.  

But now as I said, with my new PC, I have the problem of ALWAYS, not just some time, but EVER TIME, it fails to go to the desktop.  The only way it works is if I run the game in Full Screen (Windowed) mode.

System:

AMD Ryzen 5 1600X 3.6 Ghz

Asrock X370 Professional Gaming with BIOS version 2.2, AGEAS BIOS

16GB G.Skill Trident Z memory running at rated speed of 3200 Mhz and CAS 15-15-15-35, No errors running AIDA64 for an hour.
