Is a hard question , post a dxdiag per https://answers.ea.com/t5/General-Discussion-Technical/Guide-Posting-a-DxDiag/m-p/4832663/highlight/true#M70799 to get a better idea of the system setup 

on rare occasions network driver / latency can impact on fps as the game waits for data  example seen at https://www.swtor.com/community/showthread.php?t=862749

gsynch can be problematic at times see https://www.swtor.com/community/showthread.php?t=970958

few things for nvidia to try turn off AA in game and in the swtor profile in the nvidia control panel set

Antialiasing- FXAA: On
Antialiasing- Mode: Enhance the application setting
Antialiasing- Setting: 8x
MFAA: On
Power Management Mode: Prefer Maximum Performance
Triple Buffering: On
Vertical Sync: Fast (if you use vsync) using just "on" can cause a stutter

also try Low Latency Mode either On or Ultra

edit : another thought is if you have 2 x two  Nvidia 2070 Supers in SLI , try turning SLI off and check behavior .. SLI can cause issues in certain games

    Here's my Pc specs, also as for the latency/adapter/internet issue I have 1.5Gbps Fiberoptic internet, and my latency in game is never above 12-15ms on the high end. The screen I use is also not compatible with Gsync, therefor it cannot be turned on by any means.

    Nothing out of place in the dxdiag , i think the issue with the network adapter for that link i provided was power saving issues it didn't change his ping timing either , was first i had heard that too

    The NVidia control panel listed changes are worth trying to see any benefit

    @proxos666 I keep SLI off for games like SWTOR, I only ever hear bad things about it. I've tried messing around with a lot of the Nvidia settings, I keep AA off in game since for some reason it just deletes VFX when it's on anything above medium which is also a popular issue.. I haven't messed around with low latency mode or Vsync as I usually just keep both off, will try those and see if there's hopefully any changes

    with reshade go to the DX9 tab and checked the "Disable replacement with INTZ format" option in the ingame menu, issue over medium is a classic reshade issue

    @proxos666 Ah! Glad you recognized that it was a reshade thing, that's one less thing to scratch my head about
  • @proxos666  I've tried every Nvidia setting I possibly could at this point, I'm still experiencing lag drops down to below 30 fps in a full ops group simply fighting World bosses. My last attempt was just now, with shadows, AA, Bloom and Vsync off. My FPs was more stable, but not enough to even understand what the boss was even about to do because of how jump the frames were.

    try lowering the resolution and see if any improvement ? not sure if this is actually an fps issue 

    have you tried under fast vsync ?

    @proxos666 I have tried under fast Vsync as well, I've just done some more testing and it seems to only be an open world issue, I've no problems what so ever in large sale PvP matches
