Is this EA's official statement, because there's no formal way to report in-game behaviors on PS4? I just want to know...
Are you implying that EA asked PSN to enforce their TOS?
Will PSN notify Respawn and EA if we report a player? What is the workflow?

I can't help but laugh, as EA has been hosting titles on SONY for years now, and are blatently aware that SONY does not handle in game issues.
But I went ahead and contacted Sony Support, which they then forwarded me to Sony's Legal Suport. There is now a case for Apex Legends allowing Racism to spread over voice chat in game. Here's the transcript of the Sony Support: (Names have been altered due to forum rules) The transcript with Sony Legal support will not be included due to being protected B.
Sony (3/21/2019, 2:16:37 PM): Hello, My name is Sony Support. how may I assist you today? Remember: Please do not refresh your screen as it will disconnect the chat session. Thanks!
Me (3/21/2019, 2:16:57 PM): Hello, I'm seeking some help reporting someone in a game
Me (3/21/2019, 2:17:24 PM): While playing Apex Legends, I ran into a player screaming out Racist and Homophobic slurs.
Me (3/21/2019, 2:17:40 PM): I tried using the in game report function, but it brought me to the playstation profile
Me (3/21/2019, 2:17:55 PM): and the report for in game option says to use the in game report feature
Sony (3/21/2019, 2:19:38 PM): Hello! Thank you for reaching out today. I am sorry you are having issues with another player, but no worries, I´ll be happy to help you with it today.
Sony (3/21/2019, 2:19:42 PM): We will be working with the account you entered in the pre-chat form. Would you be so kind to provide me with your first, last name, and your phone number?
Me (3/21/2019, 2:20:07 PM): First Name, Last Name
Me (3/21/2019, 2:20:13 PM): Phone Number
Me (3/21/2019, 2:21:07 PM): What I'm needing help with is trying to find out how we can report players on Apex Legends
Me (3/21/2019, 2:21:58 PM): EA, the company that runs the game is saying it's Sony's responsibility to handle issues in game. But we can't report for actions in game on the PS4
Sony (3/21/2019, 2:25:08 PM): I completely understand your situation, but keep in mind that from the PS4 system you will be able to report other players in PS Parties, or if the other users is sending you PS messages, in those situations you will be able to report other player where our specialist will investigate the case and take actions against the other user.
SONY (3/21/2019, 2:25:45 PM): However if the issue happened in-game, our best suggestion will be to contact EA support and they would be able to investigate your case since we do not have access to EA servers.
Me (3/21/2019, 2:26:12 PM): I tried that, they closed my ticket, and on the forum thread I made, EA said to contact Sony
Me (3/21/2019, 2:26:41 PM): Would you like the link to the forum post?
Me (3/21/2019, 2:27:39 PM): https://answers.ea.com/t5/General-Discussion/Racist-on-PS4-still-not-getting-banned-even-after-In-game-Report/m-p/7712753/highlight/true#M15394
Me (3/21/2019, 2:27:46 PM): that was EA's official answer
Me (3/21/2019, 2:28:36 PM): They are trying to say since it happened on the PS4, Sony takes full responsibility for handling all in game actions
Me (3/21/2019, 2:28:53 PM): But we can't report in game actions on the PS4
Me (3/21/2019, 2:29:13 PM): So people are getting away with being extremely racist, and EA is ignoring it.
Sony (3/21/2019, 2:29:23 PM): Believe me that I totally understand what you are saying, unfortunately we cannot investigate in-game parties conversation since we do not have access to EA servers, you can try to contact them and you can show them this conversation, also they can provide you the steps to report the other player in-game.Me (3/21/2019, 2:30:13 PM): When you use the in game report function, it brings you to the PS4 profile page. Where you can't report for in game actions
Me (3/21/2019, 2:30:38 PM): We're stuck in circle of who's responsible for in game actions, and nether company is helping deal with these people.
Me (3/21/2019, 2:31:13 PM): If you look at the link, you can clearly see EA is saying that SONY is responsible for handling such in game issuesSony (3/21/2019, 2:35:44 PM): I understand, please allow me a minute while I check on the system.
Me (3/21/2019, 2:35:55 PM): Thank you
Sony (3/21/2019, 2:37:47 PM): Thank you for waiting, in this case can you please provide me with the Online ID of this user?
Me (3/21/2019, 2:38:02 PM): Of the user who was shouting out the slurs?
Me (3/21/2019, 2:38:21 PM): Racist's NameSony (3/21/2019, 2:38:23 PM): Yes, please.
Me (3/21/2019, 2:38:38 PM): It was done using the voice chat on Apex Legends
Me (3/21/2019, 2:39:24 PM): Which we can't even record and upload to youtube because of the setting to not be able to record the persons microphoneSony (3/21/2019, 2:41:50 PM): Thank you, in this situation I will add all the information you have provided me in the notes of my case and will be saved in our system, also I would kindly suggest you to contact EA support, one more time, so they can investigate the voice chat on Apex Legends.
Me (3/21/2019, 2:42:22 PM): We have tried that 6 times now, EA is clearly ignoring the Racism issue when it comes to voice chat in their game.
Sony (3/21/2019, 2:46:13 PM): No worries, I know this is a difficult situation and I place myself in your position, however they are the ones in charge of providing you with that assistance regarding the racist and homophobic comments that were in voice chat. We appreciate your understanding.
Me (3/21/2019, 2:47:00 PM): If they aren't providing support for it, and instead are passively supporting by ignoring the issue and passing the blame to Sony, what can we do?
Sony (3/21/2019, 2:49:57 PM): I understand, that is why all the information you have provided me will be added in the notes of my case, so our team can take this into consideration, also here is the link where you can contact EA games support again, https://help.ea.com/en/
Sony (3/21/2019, 2:49:59 PM): With this information said, besides this please tell me, is there any other question or anything else I can try to assist you with today?Me (3/21/2019, 2:50:55 PM): If you could, so I can forward this to EA, could you please clearly post that Sony can not handle any in game actions when it comes to Apex Legends on the PS4.
Sony. (3/21/2019, 2:54:29 PM): No worries, all the information has been added and I need that you show them this conversation, and I'm positive that they will be able to investigate your case carefully.
Me (3/21/2019, 2:55:21 PM): Thank you for your time Sony Hopefully this will be the last time I need to bother Sony about this issue.

There is now a case for Apex Legends allowing Racism to spread over voice chat in game.Congratulations! I don't understand though... Did you chat with someone from Legal? Yes or no? What is the next step?
Sadly, I now realize that the solution another PSN agent gave me yesterday was probably *...
So let me get this straight.
On the PSN network there is an option that you can have your own voice not recordable on someone else's capture?
So if I capture gameplay their voice is muted by them as an option?

I'm not sure about that... I think I managed to record someone, but I'll have to do some test...
As for the guy who said "report and mute", the core of the problem is that nobody is taking or monitoring reports on PS4.
Also, "emotional weakness" like some people like to refer is a totally different thing than "political correctness". Political correctness can be dangerous and simplistic, but "emotional weakness" isn't more prevalent today than it was before. First, I think "emotional weakness" is insulting, secondly, I know for a fact the previous generations weren't systematically and globally tougher.
The fetishism for "real men" and "tough guys" is dangerous. I read that alpha males were more prone to suicide, so I don't think "toughen up" is a good solution, unless you want people to risk becoming psychorigid and apathetic.

Yes, the next step is to see what EA does on our end. I'mo Sony is probably going to reach out to them to "clear up" EA's misunderstanding about their contractual agreements.

Yes, there is an option on the PS4 that does not allow others to record your voice while broadcasting or recording. Of course this only works for recordings done on the console. If you have a external camcorder and have it recording the television it obviously will still capture it, however since you don't have that users permission to record, it can backfire on you legally.
The only people who have a legal recording of all the voice chat in game is EA. The one company who is refusing to anything about the issue. Even Sony does not have access to EA's servers, so they can't do anything about it when in game. However if it was through a PSN party, Sony could pull up that parties chat log and take the appropriate actions.
This is why we Need EA to start upholding their EULA when it comes to such slurs on the Console.

Don't take this the wrong way but who or where are you getting the legalities above?
As with Xbox Live you can easily record everything that is said in game. Same with any capture card on a PC.
There are thousands if not millions of vids out there of random voice recordings in game. Some youtubers make money from this.
I yet to hear of any legal cases regarding voice recording in game.

Closing the thread, for derailing the thread and going into the legal conversation. As I stated in my previous post, it's up to the platform owner to handle any in-game abuse.Link on how you do it: https://help.ea.com/en-us/help/faq/report-players-for-cheating-abuse-and-harassment//Atic
