I think that when that problem hapen at 38% download you have to install the 2005, 2008,2010,2012 update 4 , and 2013 and 2015 vc++ distribuitable package check out this links

Ps : Already tried and still dont works in my Pc but mine reach to download until 99% then the error happen.

Wen you install this one you will notice that when you execute it (after downloading)

it wait for another download to finish you have to search in program filesx84,while its waiting for the installation,do not close that window, an folder that have a lot of letters just enter there and double click the program that says vc_red(the one from down) the folder and do the same thing with the x84 in the case you started with the x64

Ps The folder sometimes pops out of the program files.
