@EA_Illium i mostly play BR, havent tried the other modes too much since
in the 2 times i tried the shooting ragne it didnt happen

This could be hardware failure. Over time the board can sustain damage which will reflect and give latency.
Have you unplugged your keyboard and checked for dust?
Have you tried putting your keyboard into a different USB hub?
Is your keyboard wired or Bluetooth?
Do you have another keyboard you can try?

nowhere else does my keyboard lag for MULTIPLE SECONDS
when i tab out it keeps lagging for a second or two and then resumes normal function
this is very obviously a software and not a hardware issue

@s0wj3tsw4gl0rd What I can suggest for input delay is exclusive to hardware. Very rare instances it's due to lag but then that becomes a communication error, which would be your internet.

Try re seating the tab key, checking for dust or fibers and check for damages to the board. Use a free online program to check key presses to make sure there's no latency or issues with keys surrounding the tab key as well. If applicable, try a different keyboard.

Once you can rule out that it is not a hardware issue, move on to connectivity. Try switching servers from the main menu by hitting tab.
