PC - Dead Space unplayable on controller, incorrect mappings

This game is unplayable with controller on Steam. When any controller is plugged in, it’s using an entirely incorrect button layout. Y is DPAD-UP, B is DPAD-DOWN, Select is B, Start is A. I’ve tested with a DualShock 5 and Xbox Series X controller, both face the same issue. These bindings are not reflected in the in-game settings menu, they are at a system level. 

This is NOT a Steam issue, every other game on Steam works properly with controller. Disabling controller input within Steam’s menus doesn’t fix this problem. I’ve triaged this issue for hours and have found no workarounds following the threads on these forums. I can confirm my controller is functioning correctly in not only other games, but via Steam’s own input test. 

Something in this game is causing any controller plugged in to entirely function incorrectly on Steam.

This is an issue that impacts all EA games both installed outside and inside Steam. The user in that thread had to do an entire OS reset to fix the corrupt files in the EA App causing controllers to malfunction. This is unacceptable to charge full price for your titles on PC that are afflicted by this bug.
