Ehh I mean, Wraith's heirloom was originally a huge secret wasn't it? Maybe I am wrong, but I originally thought those heirlooms were meant to be super rare- adding to their value. I never expected to even see an "heirloom tab" on the store for all to see...

Also an heirloom specific finisher would also only really pertain to really few players if we think about it, no? (Although it would be a nice touch to see 'em used in such a fashion)
