Romantic Interactions Won't Move Further

I have two sims, both young adults. One is a vampire and one is a human and I'm trying to move them forward into a romantic relationship but I can't get past initial interactions. Kiss hands and strike pose is about as romantic as they get. Their relationship and romance bars are full and they have the desire to do things like "embrace" or "make out" and dates (when they don't cancel themselves in the first few seconds) suggest "passionate kissing" but the options just aren't there. I also had a bug where my vampire had smoke constantly pouring from his feet while he hovered but "debug sim" cheat fixed that. I have also had issues with them changing out of clothing for showers and going in and out of vampire mode but idk if that is connected. Any help is appreciated!
